Clustered Barchart with value =0, doesn't display legend

I have clustered bar chart, where I am displaying % completion on different processes.

First of all, displaying 0% was challenge which I was able to do so.Let me know if there is any better way.

Before applying values as 0, highlighted bar was blank.

Now I was able to show 0, but it doesn't tell me which process it is.

If I hover over other bars, it shows exactly which process it is.

Is there a way to show process (x-axis ), while I hover over 0 values?

Can you provide simple Excel data or pbix files for testing? Sensitive information can be removed. Can the results you expect be shown in pictures?
