Closest is Best Bullet Chart

I am wanting to create a bullet chart that is bounded by my qualitive ranges on both sides. In the chart below, I can only define the qualitative ranges to one side of the target. 

 

In reality, my "Needs Improvement" range would be defined as +/- 10% of the target bar. Same for the other ranges.
