    Hi nirrobi. Try this as a calculated column:

     

    Column = (TableName[Status Date]=CALCULATE(MAX(TableName[Status Date]), FILTER(ALL(TableName), TableName[File]=EARLIER(TableName[File])))) 
	&& (TableName[Status ID]="F")
