Check count according to month

I am building a report that tracks progress of count on a table for data completeness

lets say per day 100 rows is expected, so for 31 days my benchmark number (measure where I hardcode this value) - 3100

                                                                  for 30 days its 300 , for the month of feb its going to be 2800

 

Goal - Create a measure that, based on the month I can update this target value accordingly , how do I do that
