Charting Top N and Other: Use Measure for Column Labels

Hi, 

I created measures to show Top N and total of "Other". See Table Example below for descriptions. 

I made a chart from it and want the Data Labels ($Values) to show.

I can not get the Measure that creates the List of Names for Top N and then "Other" to be used for the column labels (Axis). I could swear I did not have this problem in prior PBI building.
