Chart not displaying percentage properly

Have created column charts and set up both the same, yet one displays percentage and the other doesn't?   I have formatted data type to display percentage yet it isn't working on all charts.  What am I missing?  Sorry, tried to attach an image but having trouble doing that too....

Thanks for responding.  I had been trying for 3 days to fix this issue.  I tried again last Friday, completing the same steps that I had been using before (as was taught to use), and the issue resolved - must have been a 'gremlin' in the system somewhere!
