Chart Tooltip not showing all values

As far as I noticed is that there is limitation of 10 items in tooltip

Yes there is a limitation on number of fields that the tooltip displays on a chart in Power BI.

You basically can't do anything about it.

You can try create a tooltip page with e.g. bar chart showing all 12 months and use it as a tooltip. Not tested but should work

I have a test by Report page Tooltip, I find that it could show data in 11 months in most if I use table visual which has the same format like tooltip you want. If we use bar chart as ALLUREAN mentioned, it should be not clearly. However Report page Tooltip should be the best workaround for you to solve your problem. Here I suggest you to show value in December individually.
