HELP! Feels like it should be easy to do and searched everywhere, but to no avail. Maybe I'm not using the right terminology...
I have a clustered bar chart visual and I'd like to change the text that pops up when I hover over the list of Y axis labels:
for example, right now when I hover over the axis labels as below, the text that pops up when I hover over each line by default just repeats the label (Report, Law, Notice).

Law
Notice
I'd like, for example, when I hover over Law, instead of "Law" for it to display "This category includes Regulations and Acts but not Requirements." and so on for the rest of the categories - like a legend for each category...
FYI, I already have a separate Tooltip on the chart which shows up when I hover over the bars to the right of the labels.
