Change report default language in Powerbi Desktop

I'm running into a comparable problem here.
All desktop settings Dutch, but the Translation Builders sees English as the default language. So I cannot choose English as a second language, translating from Dutch to English.
Besides that, the whole Machine Translation part is missing in the tool.
