Change image based on a measure value

Question

I have a pacing metrics , trying to display an two different images(like animation )based on the pacing values.

i.e:If Actuals<Target,"Image 1",else "Image 2", I can display the image but its not switching based on my measure value.

Can anyone help on this.

I do not know of a way to do what you are describing.
