Card that flips on hover and opens web page on click

Hi,
Does anyone know how to make a card flip when the mouse pointer hovers over it? Also, if the card is clicked on, it will open a web page.
Example
Card without mouse hover.

Card with mouse hover.

Click on the card and a webpage opens.

Hi Helper I,

Thanks for the idea. I gave it a try but the customer is really looking for the flip action. Also, the user has to CTRL-Click to access the URL.

Hi,

I think you could solve this by importing the desired visual (picture or shape) and navigate to the "Format Pane". Under Action, you could enter the desired URl and under Tooltip you could add the desired text
