Card text conditional formatting on percentage

Hello - I am trying to use conditional formatting on card visual text.  Simply what i'm trying to say is if the percentage is below zero make the text Red, if it is zero or above - make it Green.  The issue i'm having is that my percentage, which is 85%, is turning Red.  Can you help?  Here is a snip of my formatting:

I orginally tried just equal to or greater than 0 in the second rule for green but that also goes red.  I'm thinking it just needs to be some right variation of a decimal?

Thanks!

thanks for the reply - the issue is whatever my % is - its going Red.  I'm trying to say if its a negative % then the text should be Red, i.e. if the metric returns -132.5% it should be Red.  If the return on the metric is 85% then its positive so it should be Green.  So any % be it 0 to infinity - so long as its positive - the text should be a Green color.    On the rules for conditional formatting I did a simple calc of it its the minimum to less than 0 go Red.  if its 0 or above - Green.  My 85% went Red.  I tried to tweak a bit, shown above, to include decimal numbers thinking that would address the % but its still not working.
Side Note - kudos to the msft developer who took away calling out if it was a number, %, etc in conditional formatting.....nothing like making using the tool more difficult, lol.
