After this upgrade, I am unable to use Conditional Formatting on either the "Card" or "Card (new)" visuals.
I had conditional formatting configured, but now I cannot add, edit or remove conditional formatting.

As far as I know, New Card viusal doesn't have Conditional Formatting in the fields window like it can appear directly in Table VIusal.
You need to add or remove conditional formatting depending on the object you want to set.
For example, to customise the colour of Value in New Card Visual.
Format - Callout - Value -Color-fx - here you can enter the conditional formatting screen.
If you want to remove this conditional formatting, just click on the Eraser tab.

hi, so this is April 2025 and Conditional formatting in new card visual doesn't respond completely. Not working at all, but works when you switch to old card visual
This is a known issue. Here is the official statement from the Microsoft Support page:
In my case border conditional format does not work on the old card visusal either.

I have the same version and tested the issue on my machine and it seems working :
I also attached the pbix, take a look at it.
Try to remove the card and recreate it, or,
reinstall a desktop version.

It seems Microsoft Help brings up directions from a much older version.
The Conditional Formatting I was looking for is under "Visual > Cards > Background > [fx]"
