Card Display and behavior in Service not matching behavior in Service.

In Power BI Desktop, I have this card to instruct users what to do when there are no selections from the filter.

This is the expected behavior.

However, when I publish in the service, the card is not behaving this way.

Any ideas what might be going on here?

Thank you.

I figured this out. I had some logic in my card that counted on the number of selected items. The number of items was different in my pbi file than what was in the service. I resolved it by modifying my code.
