Can you sketch how this chart should look like based on your sample data?
Usually you use a Ribbon chart to sort by column values.
Here is an example of what i am trying to do. Sort the Legend by the # Employees (Y axis) associated with each of the Products (Legend) from greatest (bottom of column) to least (top of column) for each location (x axis)
