Cannot open PB desktop. Error Message: Unable to create the directory， No write permission

Hi experts, 

I am new to powerbi and would appreciate your help. 

When I was transforming data in power query, the mouse somehow turns to a blue circle... and keeps loading for more than an hour. So I go to task manager to end the program. When i am trying to reopen power bi, the following error occrus.
