Cannot get chart to show correct data

I have a data set with percentage values. In the query editor, they are shown correctly, but when I try to build a graph or chart with it, the valves are incorrect. It will only show a 0% or 100%.  ...

No matter what data type, format I change it to the values still do not show correctly.

    **I have multiple dashboards using this same template and the issue repeats in all of them
