Cannot get chart to show correct data

I have a data set with percentage values. In the query editor, they are shown correctly, but when I try to build a graph or chart with it, the valves are incorrect. It will only show a 0% or 100%. 

I cannot figure out what the issue is here. I've tried different data types, formats, summarizations, and nothing is getting it to show the correct values.
