No sure why the display difference and I am not seeing differences in my formatting on the charts or on the values they are using.

Thank you! For some reason both charts were set to Auto and one displayed it different than the other which I guess is why I was confused by it.
Great! I am happy that it helped 🙂 You may want to set both of them to None or to the same unit. Auto decides on unit based on the largest value, which can be above 1K on one visual and below 1K on another one. I like to "align" visuals when it makes sense.

In Format pane in PBI, there is a data label --> Values --> Display Units make it "None" if you'd like to see all the numbers.
