Cannot export underlying data - PBI version is April 2022; Report Setting enabled; Unique ID present

Issue solved. Turns out you need a measure in the visual to enable the export underlying data option. So the visual that had the option had a "count of", but the visual that didn't have the option did not. So I create a different "count of" for the 2nd visual (but did not display it), and that solved the issue, i.e this visual now has export of underlying data option enabled. Solution was actually posted before: https://community.powerbi.com/t5/Service/Export-Underlying-data-option-disabled/m-p/2044343#M137498. But when I tried on Friday it didn't work; tried again today and it did. I will post this reply as the "Solution". Thanks everyone.
Hi Lucien, I really appreciate your thorough response. I believe none of the conditions you outlined apply to my situation. As I also described, the SAME data table is used to create 2 visuals on the same tab in the PBI report, except that with 1 visual I see the option to export underlying data, and the other visual that option is disabled. So, same data table used as source to create 2 visuals, but export underlying data option shows up for 1 visual and not the other. That's why I posted my question - I am a bit stumped. Thank you!
