Cannot Reach Microsoft to Get Power BI for Education

I'm hopeful that somebody here can help me. I've tried repeatedly over the last two months to get access to Power BI.  I am a college professor and want to incorporate it into my business analytics class, alongside Tableau. I've sent numerous emails to Microsoft and called them many times. The emails have not been returned. On the phone, I'm put on a long hold and then I end up speaking to someone who tells me that my school hasn't purchased Power BI so I'm out of luck.  My school IT people simply tell me we don't have a license.

I thought Microsoft offered this free to sudents and teachers. What am I doing wrong?  I have made no progress in two months. The Tableau people had me up and running very quickly.

You don't need a license to learn or use power bi, you can just download it and use it .

you also don't need to sign in, you could start now without having a license.

I'm on a Mac, like most of my students.  Is there anyone at Microsoft that can help?  As  professor, I shouldn't be using loopholes.  I want Microsoft to provide me with the software and help me set up.  It looks like they claiom the service is free for education, but they make it VERY difficult to set up.  I'm also disappointed that they have not conatectd me after promising to do so several times.
