Cannot Publish to PowerBi
We have a report that is part of an app and published monthly. Last month I was unable to publish the report to the usual workspace and got the following message:
"Sorry, you don't have access to publish to this workspace. Please contact the owner for access."
This happens when trying to publish to the usual workspace, my workspace, a colleagues workspace. Getting my colleague and IT to publish to the usual workspace and their personal workspace results in the same error. Other reports publish to the same workspace and app still succeed. The only difference I can see is that this report has some data pulled from an access database, but if I delete these connections and tables it still will not publish.
In the PowerBI web service I can Import the local file after I've deleted the original. However I still cannot refresh it after that. I get the following issues:
- Data source errorScheduled refresh is disabled because at least one data source is missing credentials. To start the refresh again, go to this dataset's settings page and enter credentials for all data sources. Then reactivate scheduled refresh.

When I check the Data Credentials in the settings for the report it is greyed out. I've searched online and I'm absolutely stuck. The report is complex and will take awhile to reproduce.

Please try the below steps that might resolve your issue:-
Review all data sources are supported by Power BI Service and are accessible online.

If using on-premises data sources, set up and configure an on-premises data gateway to allow Power BI Service to access these sources.

In the Power BI Service, navigate to the dataset settings, update the credentials for each data source, and enable scheduled refresh.

Try publishing the report from a different computer to rule out local configuration issues.

Sorry for the late reply, but we have not found a solution. We are using a temporary work around where we are able to import the dashboard in PowerBI service but this results in us having to unpublish the App each time.

DiscountedExcel, Please check that you have permission on Workspace, Like Member/Contributor
Also, check with Tenant Admin if this is enabled and Republish is not working

Thanks amitchandak I've checked both and the block republishing is disabled and I've confirmed with IT that my permissions are correct. I've been given temp admin privileges now and still unable to publish.
I've deleted the report and app and I'm unable to publish at all. Importing works but I cannot refresh afterwards.
UPDATE: From the imported files the semantic model itself can be refreshed now. But I still can't publish the desktop report without deleting it and re-importing it.

- Data sources are online and available
- Data sources are showing in on-premise gateway
- Credentials have been deleted and updated multiple times
- I've got my colleagues and IT on different PC's and they are both unable to publish

Hi I don't consider the issue resolved. I still cannot publish from desktop to service and the app it publishes to is on a large distribution list. Unpublishing and republishing the app every time is not a good fix.
