Cannot Publish Report

In Power BI Desktop go to Data Source Settings and examine the data sources for the file. Most likely you are including a file source that is on your PC's C: drive. Change all sources so that they are accessible via the Azure cloud or via a gateway. (Read: Put that file on a SharePoint).
