Cannot Open Web Browser - The link is malformed

I have embedded a Power App into a Power BI report. I open the report in Power BI Desktop. I click the button in the app. I get this error message (see image). When I run the app in the Power Apps app, the link launches successfully. I tried searching online about this issue but I didn't see any relevant discussion. What could cause the link to be malformed in Power BI, but not in the Power Apps app?
