Cannot Change the Currency Precision in Sankey Chart

I've got a Sankey chart that shows a budget flow between program areas but the data is displayed in "Billions" of dollars (for example, "0.2 bn") instead of millions. Small numbers show up as "0 bn". When I go to the roller brush to format, the option to change the number precision is not there. I want to change to millions, any suggestions?
