Can we divide two filtered cards to get percentage?

Hello, we are new to Power BI and we want to calculate a percentage from two filtered cards.  I believe we need to create a measure that equals the filtered card values, but we are not sure.  Can someone help guide us to how we create the correct measure?  We can supply our actual data if needed.  The card values will change based on the applied filters (see example of our cards we need to divide...and also our complete dashboard we are creating below):

Sorry you provided too little information to understand clearly ,please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file.
