Can we create dashboard in Power bi desktop?

Can we create Power BI Dashboard in Power BI Desktop. because when i am selecting power bi desktop it is showing me wrong . see in the below screenshot.

can anyone please explain why desktop is wrong because i created dashboard as well i think in power bi desktop.

I think its confusing because what you actually build in power bi desktop is a power bi report.  When you publish to the service you can create a dashboard on top of it.    So i think the language is confusing if you don't know power bi well.  

Power BI service is correct, but you can still build reports (also understood widely as dashboards) in Power BI desktop but the language technically is that a Power BI dashboard has a different function to the report.  Hope that makes sense?
