Try below formula:

State Change Count =
CALCULATE (
    COUNTROWS ( 'Table' ),
    ALLEXCEPT ( 'Table', 'Table'[Work Item Id] ),
    'Table'[Date] <= MAX ( 'Table'[Date] ),
    'Table'[State Changed]
) + 0
