I tracked the last thing I changed in my PBI desktop settings and I had the following option unticked. I re-ticked the option and now am able to group again.
Does anyone know why this removes the grouping functionality?

Thank you. My issue was that when I reopened it, groups would be ungrouped and disorganized. This fixed the issue.
