I simply changed wifi network (I used my mobile data) and the issue disappeared.

I noticed few times a user facing this issue. All of them user is connected to Brazilian ISP Claro.
After disable ipv6 on computer net adapter logon is working fine.
Seem´s to be some ipv6 routing issue to microsoft servers?
