Can't apply query changes / refresh / load data

hi all,

I am having a very peculiar experience with my Power BI desktop. Whenever I am trying to load data in / refresh data / apply any query changes, the pop up window brings shows up like this:

as a result, I am basically unable to use power bi desktop at the moment.

I have tried to uninstall and re-install, also reinstall older version but nothings works.

Does anyone know how to solve this? Many thanks
