Can clients create their own dashboards, from our data, if we have an enterprise licence?

I am working on a Power BI project where ideally we need users outside of our organisation to be able to create their own dashboards, in the web version of Power BI, from a locked down data set provisioned by us. Is it possible to enable this or would they need a licence on our domain/AD group to be able to self build in the online version?

Any help much appreciated.

@Anonymous , For the external users you might need Azure AD B2B, They can access as guests, So I doubt they can create their own. But refer this doc for more details
