Can RLS (Row Level Security) be irremovablely applied on Power BI Desktop(.pbix)?

I know RLS can be applied on Power BI Service.  My questions is: can it be irremovablely applied on Power BI Desktop? On Desktop, if you don't choose "View As Roles", RLS does not take effect. Since we will distribute pbix file to customers and each of them can only see data which they own, I wish RLS can be applied to Desktop irrevocably. Is it possible? If not, any workaround? Thanks!
