Publishing reports in power bi shared worksapce has requirements for the user's license and workspace role:
For license requirements:
Power BI Pro or Power BI Premium Per User (PPU) license: Users need to have a Power BI Pro or PPU license to publish content to the shared workspace.
Requirements for workspace roles (power from smallest to largest):
Viewer: can view content only
Contributor: Can upload and publish content, but cannot change workspace settings or manage members.
Member: can upload and publish content, but cannot delete other users/subscribe to reports.
Admin: has full workspace administration rights, including uploading, publishing and managing content.
External User Requirements:
External User Access: customers need to ensure that you have been properly added to the workspace as an external user and given the appropriate role (Member, Contributor or Admin).
Azure AD B2B: External user access is typically achieved through the Azure Active Directory B2B (Business to Business) functionality.
So as samratpbi suggests, your customer needs to successfully add you to the corresponding workspace and give you Contributor permissions

Hi, you need to have minimum Contributor access to publish in a workspace. Please request your customer to give access accordingly.
