I am using the AVERAGE DAX function to pull in the AVERAGE score for folks as a whole.

You can create two measures and use minx() and maxx() function
e.g Sample data
Sample measure
Average = AVERAGE('Table'[Column2])
Create the two measures
Min = MINX(ALLSELECTED('Table'[Column1]),[Average])
Max = MAXX(ALLSELECTED('Table'[Column1]),[Average])
