Can I Use 2 Views for one Table Matrix

My wanted/expected outcome is similar to the excel sheet below: 

I am using a table matrix for one view with all my "Actual" numbers where I need QTR's 1-3:

Then I used another matrix table for my "Budgeting" numbers where I only need QTR 4:

Is there anyway to create on table matrix where I can use both of my views (Budgeting + Actual). I want a table matrix showing Actual QTR's 1-3 and Budgeting for QTR 4.
