How can I create a column with shown calculation attached in Power BI? Is there any way to do calculations based on upper and lower row values in the same column?

Power bi not contains row/column index,you can't direct compare with specific rows.
In my opinion, I'd like to suggest you add or use existing index fields as lookup keys to find out current row and previous row records. Then you can add variables to store extract values and do compare with them.
