Calculation similar to COUNTIFS, count data on a table based on values from a second table : Help !

Dear Power BI gurus, I am stuck on this calculation, any help will be greatly appreciated. 

 

I am attaching the scheme with the expected results. If any clarifications are needed, shout!

    airportGR , The information you have provided is not making the problem clear to me. Can you please explain with an example.

    Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
