I am sure there are way smarter ways to do it than this, but this is the way I would go. :-)
Because I am having issues haven some lines that are calculated, and some lines that are not, i find it easier to calculate each line. This helps make it look more like the result you want.
I would make 4 meassures like this.
Earned Premium = CALCULATE(SUM('Table'[Amount]);FILTER('Table';'Table'[Item]="Earned Premium"))Incurred Losses = CALCULATE(SUM('Table'[Amount]);FILTER('Table';'Table'[Item]="Incurred Losses"))Technical Result = [Earned Premium] - [Incurred Losses]Loss Ratio = [Incurred Losses] / [Earned Premium]At the Tab called Modeling, you can change the format for each meassure you have made, so some can be in USD, and others in %.The finally select the Matrix, and set Country under Columns, and alle 4 meassure under value, then click the pencel, and under values, check "Show on rows" as on.Hope this will help. :-)

Is the image a image of your underlying data or is it summarized data?
