    Give this a try

    Month over month =
VAR CurrMonth =
    SUM ( 'Product'[VALUE] )
RETURN
    IF ( NOT ISBLANK ( CurrMonth ), DIVIDE ( CurrMonth, [PREV_MONTH] ) - 1 )
