Calculating Values is not showing data from latest date

I created a measure where I would liket to calculate with distinct count the number of documents on exact date but it is not showing correct result. What am I doing wrong? 

The total I know that is wrong but I have it only for checking what might be not ok:

I should have 86 documents for latest date:

Latest Customer Document Measure =
VAR LatestDate = MAX('Requirements Data'[Last Available Date])
RETURN
    CALCULATE(
        MAX('Requirements Data'[Customer Documents]),
        FILTER(
            ALL('Requirements Data'),
            'Requirements Data'[Last Available Date] = LatestDate
        )
    )

Latest Customer Document Measure =
VAR LatestDate = MAX('Requirements Data'[Last Available Date])
RETURN
    CALCULATE(
        MAX('Requirements Data'[Customer Documents]),

            'Requirements Data'[Last Available Date] = LatestDate
        )
    )

Sumx(Summarize(Fact, Fact[Date], Fact[Customer Requirements]) ,[Customer Documents])
