    try this.

     

    LowBirthWt_%ile = DIVIDE([LowBirthWt_Rank], COUNTX(ALL(CQM), CQM[GrantNumber]))

Just a minor correction. Your formula should be:

LowBirthWt_%ile = DIVIDE([LowBirthWt_Rank],COUNTX(ALL(CQM),CQM[GrantNumber])+1)
