Calculating Percentage Complete with monthly requirement

Hello!  I am needing help calculating percentage complete with a few variables...we have a requirement of 2 observations each month however I have other individuals that complete more than the requirement some months.  I also have a date slicer in place so that supervisors are able to view their employees observations not only at the month level but can roll up to quarterly and yearly data.

 

I am needing to calculate an employees % complete monthly based on the 2/month requirement so that when a supervisor selects all their employees with any given date range in the slicer, it will show the accurate total % complete.  

 

I tried writing a measure to only return a number of 2 when an individual completes more than 2, however that number stays static and will not update when more than one month is selected. I was also trying to use that measure so that when a supervisor looks at their group of employees, the ones that completed more than the requirement didn't offset those that didn't meet requierment but it's not calculating correctly that way and I believe I need to calculate it at the employee by month level so that any slicer will update.

 

Please help!!

I apologize for the delay in responding...I had to remove sensitive data and re-create a basic copy of my file.  

 I have attached a link to my desktop file for viewing.  This includes 2023 data with employees and supervisors.  Upon inspection, you will notice that the requirement is 2 observations per month.  Some employees do not meet requirement (with either 0 or 1 observation) while others go above the requirement and complete more.  In calculating % complete, this alters the result sometimes showing that certain employees or supervisors are >100% complete.   

 

- When filtering by employee, the greatest % complete needs to be 100

- When filtering by supervisor, those that completed more than the required 2 per month, only need to have 2 calculated in the equation so that they are not making up for those that did not meet requirement.  I wrote a measure to try and resolve that by only counting 2 when the total observation count >=2, however it counts a static 2 in the totals.  This measure also will not work when selecting more that just one month in the date slicer (for example a supervisor wants to view his team's results on meeting requirement for more than one month at a time.
