    Please try this measure:

    % diff =
VAR currentmonthval =
    SUM ( 'Currency rates'[Value.CAD] )
VAR previousmonthval =
    CALCULATE (
        SUM ( 'Currency rates'[Value.CAD] ),
        FILTER (
            ALLSELECTED ( 'Currency rates'[Dates] ),
            MONTH ( 'Currency rates'[Dates] )
                = MONTH ( MAX ( 'Currency rates'[Dates] ) ) - 1
        )
    )
RETURN
    DIVIDE ( currentmonthval - previousmonthval, currentmonthval )
