Calculate the average value Accumulator hour

I need to create a column, table, or measure that contains an average hour value for a series of records. The dataset is as follows:

I need to get the average hour value in which the level operates, and then add the average hourly value of the level, and get the aumulado. The expected result is as follows:

I thought a measurement of AVEREANGE('sample'[Nivel_1]), but I should enter a filter so that I take only the four values I have per hour and average.
