Is it possible to dynamically calculate ranks based on filters?
If I filter B, D, E can I see the new ranks as 1, 2, 3?

Definitely, we can rank the value based on filters.
Please create the measure using the formula.
RANK1 = MINX(FILTER(SELECTCOLUMNS(ALLSELECTED(Test),"index",Test[Index.1],"rank",RANKX(ALLSELECTED(Test),Test[TRS],,DESC)),[index]=MAX(Test[Index.1])),[rank])
