    I was able to solve this and have it display on cards as intended with the following measures:

     

    AvgLeadTimeSelectedProject =
    AVERAGE('Metric Table'[Lead Time])
     
    AvgLeadTimeSameMarketSector =
    CALCULATE(
        AVERAGE('Metric Table'[Lead Time]),
        ALL('Project Table'),
        'Project Table'[Market Sector] = SELECTEDVALUE('Project Table'[Market Sector]))
