Calculate budget on 2 different levels

Hi all,

 

I'm helping my father in law and I'm facing a situation in which I'm really stuck, so I hope someone can help. 

 

Here is some background information about the data:

As you can see, I have a budget category level for the category bikes and for the rest of the products on ID level. They created it this way, because every product in the category bikes is more or less tailor made and gets a new ID, which are not being added to the 'Products' table.

 

I tried to use the IF function (IF ID starts with 6 then use Budget on Sub category level), but it won't work. 

 

So please, who can help? And if more information is needed, don't hesitate to contact me.

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
