    Try this.

    4Q TCV = 
CALCULATE(SUM(FACT_PIPELINE[SalesPrice]),
                     FILTER (FACT_PIPELINE, FACT_PIPELINE[Family]= "Product"),
                     FILTER (FACT_PIPELINE,FACT_PIPELINE[business_type_name]= "New"),
                     FILTER (FACT_PIPELINE,'FACT_PIPELINE'[Closed Pipeline]="Open")
         )
