Calculate -1 percentile

Good morning, I'm trying to calculate the -1 percentile of a measure for a range of days. I have tried to do it with the formula Percentile.INC() but I do not get any results

I can return value using the following formula.

 

Measure = 
PERCENTILEX.INC (
    VALUES ( 'Table'[Column] ),
    CALCULATE ( SUM ( 'Table'[Value] ) ),
    1
)

What does "the -1 percentile per hour" mean? Does it mean to get the value of the previous hour?

Good morning

The study I want to do is for a range of days to calculate the percentile range for values -1, as for the hour I mean to do the study only for the 21st hour of those days. That is, obtain the percentile range for each hour of the range of values
